It's a balancing act where the player is expected to make a quick decision based on what he thinks will benefit him the most. I really like this since it means my approach to each fight varies depending on how the fight is going or how I want it to go. Getting a headshot in a shooter is different since it doesn't have any decision making involved, you know it's the optimal approach and it comes down to your ability to pull it off
You get the full XP for the unit of course, the officer instantly dies when you kill everyone.
What I like to do is find the commander first, kill some grunts for a while to get XP off those grunts, then kill the commander when I really need to move the unit out and somewhere else. That is the best way to maximize the XP
