Of what I understood, these key belong to a Bellwether guard so it's possible to give it back ? It feel strange to have a item where it explicitely said in the description 'This belong to someone in Starspire' but you cannot give it to someone.
It could be great to give it back to it's owner or to have it vanish since after you use it on the gate and the chest.
With item's description, you have an incentive to try to find the owner. Especially when several npcs mention these keys and how they are important. So you try to talk with every guard and no one want them so there is a uncompleteness feeling.
Yes the bell weather key should leave your inventory once its used. I can understand your confusion. thank you for pointing it out! I'll make a bug report to get the functionality into the key
EDIT: I found out. But weird that I had 2 copies of this item and both disappeared.
