There are 11 Oil Well Sites on the map, and their locations are fixed, meaning they remain the same in every new game.
However, out of these 11 sites, only two are active at a time. These active Oil Well Sites are randomly selected from the 11 available locations. Inactive sites appear as circular patches of bare soil, while active ones have a darker or wet soil appearance. Because of this, you can only build a Drill Rig on an active Oil Well Site.
