2: Extract the mod (if it's compressed in some way)
3: Take the mod's contents
4: Put the mod's contents into the new folder you made (mod.json for example should be in the new folder, not any further folders)
5 (optional): Deal with the malware/trojans/malicious files it was likely packed with
Downloading mods from the internet instead of steam isn't a very good choice unless the mod is very simple, otherwise it'll most likely be outdated and/or just broken. Can also contain malicious files because files from the internet are like that. Scan the file first (if you can), or the website, or just subscribe to mods from the steam workshop.
