why is my mods not showing in Mods folder

so i download some mods and everytime i download some or alot they never show up in Mod folder and when i start the game it dosent show either. How do i fix this

Why do you have a mods folder then? Do you support piracy?

People have a mods folder in their People Playground Files because, it's for local mods not workshop mods though.
