mod error

so i tried to create a mod but after i finished stuff in ppg it says
ModCompiler: Feature 'top-level statements' is not available in C# 7.3.
please use language version 9.0 or greater. at 21.0
Top-level statements must precede namespace and type
declarations at.21.0
inUNKNOWN FILE, program using top-level statements must be an...(cant see any more text)

you can't just add a snippet. You have to add the C# things so it works.
