After few campaings completed i wonder if there are games like this... like a 4x strategy game with anime vibes.

These three are kinda similar I feel. Different type of battles (turn based instead of real time with pause), no much development or research if any, but somewhat similar because of hero collection focus:

I also can recommend the "Venus Blood" games, they are actually some of the grand strategy games with anime style i enjoyed the most.
Like the already mentioned Eiyu Senki they are hentai games in their original form with sexual content but the versions on Steam have those scenes removed.
There is a free patch to restore the games to their original content but regardless if you want the sexual content or not, they are really good grand strategy games with a ton of unit variety.

Series is up to game 12 in Japan, in English we currently have game 6,8 ( yeah translated in that order) on Steam with game 9 coming soon.

Out of all these suggestions, Lost Technology is closest to Legends... I have no idea what those other games are, but after looking through them, I see that most are turn-based, or you do not lead an army. You do in Lost Technology. You can either play as a nation or a mercenary, who later creates their nation.
