What version of Linux do you have? We tested this on Linux Mint and proton was not required.

The Steam Linux Runtime container tool is not installed.

Sorry for the trouble. I did a fresh install of Ubuntu, got the game from steam and also couldn't get the game to run . For me, it was missing a library. I installed the library and it runs fine now. Go to a terminal and type:

$sudo apt install libgconf2-4

however, still seems to not run from steam client. While I am figuring that out, you can run the game directly from its directory though:
in the terminal:
$cd ~/".steam/steam/steamapps/common/Victim Cache the RPG/"
$./Game
