FPS LAG/DROP 4090

I've seen a lot of people complaining about the lack of optimization and I couldn't agree more. I am running a 4090 OC, AMD 9 7950x3D and 64GB of RAM. My fps is 120-140 ish but it's SO unstable. When driving around my fps drops to even 30 or below that sometimes. The game stutters like crazy and I can also see my gpu usage never going above 80% usage when driving. Whenever I am in the store or in the screen of finishing a race I can see my gpu usage go to 100% and I see the game run suuuuuper smooth. YES my game is on an SSD I don't even have a HDD. So PLEASE optimize the game because this issue makes it unplayable.

is it internal or external? i had issues on external ssd and switched to my internal ssd and works perfect

Game suffers from RAM leaks. Game is also CPU heavy. You'll probably never get 100% usage in the game since CPU will mostly be the (bad optimization induced) bottleneck.

For now all I can say is disabling vsync fixed 90% of the issue (for me). Other than that I can see a very upvoted optimization guide that includes config tweaking:

You might want to try that.

My game is running smooth for the most part. Sometimes at has it's hiccups when messing around with shadowplay but apart from that I get a stable 100-110 fps with no tweaking whatsoever (RTX 3080 12600k 32GB RAM)
