By on the fly you mean at the press of a button or visiting the menu? Is traction off required for drifting? is this the reason why basically every video I've seen the opening scene looks completely ridiculous because that porsche won't slide at such slow speed like the car you're supposed to follow?
are we playing the same game? when i picked my car, did my first race, car constantly tried to go into drifts at every corner with traction control on and entering corners at low speeds. It was irritating, especially since i just want to race, i dont care for drifting at all. im using a g29 with moza pedals, handling was far from "very realistic"
The Civic you can start with feels weighty and tends to understeer unless you slow down for corners. Don't expect to turn the car and be on rails at full speed.
As mentioned, you can map Traction Control to a button and toggle it on/off on the fly or via a radial menu.
