Tip for others: Only traverse road tiles between towns to spawn the elder, easiest to get him to spawn because grass tiles can have telescope and tornado events.
Another Update: The road between Thriceton and Nexton seems to be the best, you can only get 3 events there: Doctor for Achievement, Flying object, rare vendor girl.
Still farmin.... note to devs: such RNG achievements are BAD DESIGN.
Another Update: Finally got it with the Main Character which I missed can also try the potions. Don't give up, it can take a while (20+ spawns)
above the treasure chest i kept spamming left and right and he'd come out.

I went back a fourth under union village and usually get him around that grass area above the mountain but below the road southwest to union village.( as other people have stated that found him else where)
When I got the option for Mar, Rigis, Bruno. I picked Rigis and got it.
This is crazy RNG I ran into him 11 times and blocked at least what felt like 100 battles hence why you should go for the NG+ ring.

On PC he has only spawned 3 times on an entire run of the game, this seems to be because the PC version has many more random events, its a clearly a newer build, however 2 out of those 3 spawns I got Mar skill, and Melanie's skill.
I have noticed a fair amount of differences on the PC version, so might post a comparison later.
There is a value the game checks if the skill is learned, when I first found it, it was 8/255 chance, it goes up when you do a fight, it goes up on random events, providing you dont choose option to skip the random event, it goes up sleeping in inn, the highest I seen it go is 64, so a 64/255 chance, running away from fights it still goes up, however if you equip the ring to skip fights, every fight the mob enemy run away from drops the value by 4. It doesnt go below 8.
This explains why I got the skills so much easier on the normal playthru, and much harder on NG+.
