Well, on one interview they said that if Replicant sold half as much as Automata did (5 million at that moment) they would add Papa NieR to the game.
If not you can always use the mod

This mod was created by me (goshante on nexusmods). And unfortunately it doesn't work now. I need to find some memory variables again after unexpected update.
And unfortunately I don't have time for this now. I expected that they will release it officially as DLC, but this won't happened...

he is playable in a small section of the game, like others have said, outside of this, dont expect much else, all you can do is wait or solve the problem yourself.
