The game originally came out on the PS3 in Japan as Nier Replicant. The management at the American Square Enix offices wanted a more mature and gruff hero so they made Papa Nier who was the protagonist in Nier released in the West and Nier Gestalt which came out on the Xbox 360 in Japan.

Game costs not lowered other countries. Almost being equal to half or a whole week's wages in some cases.
You wouldn't blow half of a 40-hour work-week's worth of wages on a new video game, would you?
But how is this the games/devs fault? I'm pretty sure they do not control regional pricing, right?
The developer lists it on the market, they control the price of their own game on this storefront, not the storefront itself. Thus it is the developer's fault for their pricing.
SqEnix has also had this problem of regional overpricing with several other titles (Ocotpath Traveller being a similar case to this one, if not even more egregious since it was actually over $60 in value in several countries).
And if you want a real laugh they actually lost a lot of potential sales with their pricing of Octopath in the Eastern European and Russian steam storefront (was literally $60 worth of respective nation's currencies IIRC), since that game has low system requirements and most people in such nations have weaker PCs than other places. Said lower quality PCs is the reason for popularity of older games in such nations, if you ever wondered that.
Steam gives them a price suggestion based on Region, which is the Regional Pricing, the publisher decides if they want to use that price or not.
