Report a translation problem
Only a 1080p can lock 60 but that's not the point. Either the game is broken or we need a driver fix.
disable anything freesync/enhanced sync related, set FRTC to 60fps.
don't use sharpening.
I'm on the lower end with an RX 480 but I have basically the exact same issue playing at 1080p. I can handle anything else including Automata at 1080 60. Is there someone at AMD we can bug to see about a driver fix maybe?
my machine with the rx480 doesn't have this issue, so maybe a driver fix... maybe something unique to your machines.

Its frequent japanese gamedev problem.
I am, maybe try wattman to increase the lower end of the core clock speed and disable some of the options I suggested in post #4
I've already had wattman set to keep gpu clock speeds high regardless so this may be one of the reasons I'm not experiencing as much issues as people are reporting their clock speeds aren't correct.
The 5000 and 6000 series does have an issue where clock speeds are reported incorrectly too so maybe those people are confused and it isn't that at all.
