why 60$ / full price?? Its not a full remake

The small upgrade in visuals doesn't facilitate the 60 euro price tag. There is no way in hell it's worth paying this much for a 10 year old game with barely any improvements. This does not come anywhere close to Demon Souls/RE2 level of remake. Now if it was something like 30 euro I could understand.

It was said multiple times that this is not remake but a remaster. So we should expect some new content as well.

It's not just a small upgrade in visuals, combat is also improved greatly and looks similar to Automata now. Also they are adding back previously cut content that wasn't there in 360\PS3 version.

They're completely overhauling the combat system, redoing voice work and the OST if I remember correctly, upgrading the visuals, improving the engine, and porting it to PC. All of that definitely justifies a decent price tag if it's a full remaster.
