You are an emperor/empress of a potentially rising empire. The focus of the game is on top down decisions rather then on the micromanagement. You act like an emperor would. Send out loyal (hopefully) subjects to complete projects for you. Everything is done in a top down fashion so the game is more like an epic management game. It is unique, it is brilliant.
If you are itching for a Empire of Fading Suns experience I would recommend Shadow Empire. It is an actually EoFS like game but far better (again my own opinion).
Just a side note I really enjoyed the EoFS Tabletop RPG game. Oh good times playing it.

However, it's otherwise completely and totally different.
Shadow Empire is more of a wargame. Unless you really love logistics, I wouldn't go near it.
