Report a translation problem
If the dock is not in a sector which has the resources to send to the mission, and sometimes if the mission resources aren't loaded into the dock yet by the drone minions, cargo ships assigned to deliveries won't dock.
Colonists are a Resource just like everything else, and just like you can't use Sector 1's Alloy storage to build in Sector 2, you can't use Sector 2's population of trained Colonists to ship out from the docking bay in Sector 1.
If the docking bay is cleared of all resources and colonists reside in the sector where that particular cargo ship resides in a docking bay, check your construction and make sure the minions aren't busy doing something else instead of moving colonists to the docking bay.
