The passive research point generation will happen no matter what system you're in, so you may as well move on and gain the points to be found in the next system to advance your research faster. By the third year I'm not about to unlock tier 3, I'm already part of the way though it.
For resources, you are well aware there will always be more, and when you get *certain techs* up and running a literally endless amount. So you may as well move on so you can unlock the techs that gives you something to do with all of them.
First time I played I didn't leave Sol until I had stripped it of everything that wasn't ice. And mostly left only because I was getting bored.
The second time I only stripped it of the rarer resources, but otherwise along with all the ice left behind a lot of iron (though god knows what any race of creatures will think if they pass though the system and realise that all of it has been already been mined and packaged for transport
While this game is similar in some aspects to Frostpunk, I think that successful strategy and mindset here is to be cautious, while in Frostpunk you generally rush things and cut corners or else you might not make it in time before ♥♥♥♥♥♥♥♥♥ hits.
