if you go on the steam forums and you look up developers been having this problem a long time.
If this is truly a problem with the game then this would make it a very hard to find problem if it only effects a very limited number of people.
Or it's less a problem with the game itself and more with your computer having some trouble with that part of it. Which tends to be the more common outcome in these particular situations.
If the former then you'd be better off leaving a bug report on the games discord if you want something to be done about it. The dev's don't come around these parts much (not that that's an uncommon thing on the steam forums).
As an IT engineer with 40 years of experience you'd likely be able to give a very detailed report that could greatly help track down this rare issue.

My monitor's native resolution is 1920x1200 and it's always reset to 1920x1080 each time I launch the game.
Also, I choose Fullscreen instead of Borderless windowed and it's also always reset to Borderless windowed at each restart.
I don't have any antivirus apart from the Microsoft one integrated with Windows 11.
"No one else" ? Search for "resolution" in this forum and you'll find a lot of threads about this issue.
EDIT : Ok, Discord has also a lot of bug reports about this issue. No solution since last December. I ask for refund, sorry.
My monitor is set at 2k, so I can manage GPU utilization, and I see no real reason to use 4k, but the game always starts in 4k. If I switch it at loading screen, I have to set it again after I load the saved game.. I can save it, then go back to main menu confirm the setting is changed and close the game.
Open it back up... back to the first step of 4k again.
Anyways... May actually beat the game now, that I have figured out the research tree haha
