What is the purpose of the train?
Mine is going back and forwards but nothing appears to be moved.

+1 Stability for Existing.
+1-3 Stability station wide when you also pop an Exo Dome somewhere that is in a sector connected to the train station,

so in short ... +2-4 total stability station wide. which makes managing happiness and policies much easier in so many regards.

also it's quite cheap, 50 metal + 1 circuit per train.

Plus it speeds up population transfers and allows access to the health centre for all sectors. It also counts as a space specialization building.
