Retractable telescope pole?

I am in chapter 2, I need the retractable telescope pole techonology to be able to do the next part of the quest. I have done every event, and explored everything I can with a probe but I don't have it to research. Is it under another category and I just didn't see it?

You got a special tech in this chapter (like the black box, dont know english tech name) an the telescope is the upgrade for this tech.
And you have to build it after research!

It's called Retractable telescope pole...
Top left of tier 3 research if I recall correctly.
And you have to build it in the tiqqun exterior menu.
