If a storm is, say, covering 80% of the angles towards an anomaly that you want to send your logistics ships to in order to complete a quest-line, you're gonna need to have the Tiqqun positioned in such a way that the Logistic ships will be able to leave the Tiqqun in a trajectory that avoids most, if not all, of the storm in question... instead of running directly through the storm and risking explosion.
When you are bleeding tons of Alloy after several jumps and opening most sectors, that time is important.
