What to do with nobles?

I recently fought a ship with a noble on it, and the crew and I voted to return him to his people. How do I do this? I've been to 2 cities of his colour, and I've met a ship of his people, but he won't leave. There's also no quest marker on the map. Not sure how to return him.

(Your .config folder can be hidden, to make it appear you can do CTRL + H.)

For Mac:
Your save is normally stored here:

The file is "univ + number of your save".
