Ironically, this is the puzzle I'm stuck on. This seems much more difficult due to the multiple #s per letter. No trigrams? How is this possible? Can anyone give me a nudge? i.e at least what E and T are.

Hard to give a hint but start with figuring out shorter words first. In hindsight Cipher #10 should probably have gone later on in the game haha.
