Nonsense, SF4 was released with 17 playable characters, the home release added another 6, plus some boss characters.
SF4 also had a ton of DLC in the form of costume packs, in fact you even had to download a "viewer pack" so you could actually see other players in these costumes if you didn't buy them.
Super sf4 is also a standalone, full price re-release of the game.
Its DLC includes several costume packs, but more importantly the DLC update to "Arcade edition", which includes 4 more characters as well, and the DLC update to "Ultra SF4".
SF4 arcade edition was even re-released in retail and USF4 can be bought as a full standalone version digitally, which is when the updates stopped.
So, by your own logic, SF4 was never released in its "entirety" until USF4.
The home release of SF4 might've had 25 characters, but it was also 60.-; really dunno why you insist on comparing it to battle for the grid. A much better comparison is something like Skullgirls.
Well. of course I'm talking about the home release! Why would I be comparing to the arcade version? And the SF4 DLC (which was exclusive to consoles) was costume packs for characters already included. No extra characters were ever made available for SF4.

And yes, it cost more and I should think so, as every aspect of production is of much higher quality.
Your desperate attempts to justify the low quality and high cost of 'Battle For The Grid' make me wonder if you're actually affiliated with the devs.

Thanks for agreeing that comparing a low budget project by a small team, to a high budget project with 100+ people working on it, is insanely stupid :).
The game launched with 9 characters, added 3 more for FREE, then the final 6 have been DLC.
They even added story mode and tried to tend to single player content.
Don't get me wrong SFIV is my favorite fighting game in it's most updated version (USFIV) but you can't act like the game had ZERO flaws.
Skullgirls only started at 8 characters and that game is pretty well liked.
Also the game (As of now) is only $20 with 12 playable characters and single player content from the start.
The main thing i hate is that i still can't purchase this game on steam due to me waiting for the Collectors edition. That is a real issue.

"arcade edition" was the version after Super. Come on man at least pretend to have played the games youre talking about. It was Vanilla, that had 16 characters, 25 in the home consoles, then super sf4, which had 35 (again, on consoles), then arcade edition, which had 39 (consoles), and lastly ultra, which had 44. You HAVE played the game right?
And before you pretend that knowing nothing is a defense, Vanilla, Super, AND Ultra were all released on PC.

Super Street Fighter IV came out before Ultra Street Fighter IV. Ultra Street Fighter IV was a standalone game but could be considered as a sort of DLC update to it.
