Supply trucks
I'm not sure how they work. Sometimes I park them up near friendly units and they begin to rearm and repair. Other times they just sit there and despite having enough supply and being in range, they don't do either

Yeah, that is probably the reason. They were shooting at the time

yeah, thats definitly it. Everyone needs to stand still and be out of combat for a while before the resupply can start.
