Or are you actually referring to the weather effect that causes patches of fog to appear on the battlefield?
Is there an option to disable it??
Cannot find the config.txt, should it be in the Regiments Demo main folder as well?? (I don't have the full game)

You answered your own question, because the game isn't on a small scale. I really don't get what you're complaining about here, even if it's just personal preference. There are ways to defeat fog of war and they're all actually very simple. Either position your unit in such a way that it can only see/be seen in a range that's advantageous for it (like in an urban environment for infantry) or just place a recon unit in areas where you can see wide stretches.
What you're asking for is something that would be a considerable adjustment to unit balance, extra work for the developer, and remove an entire layer of strategy from a strategy-oriented game. Things like artillery would be broken if there was no Fog of War, because you wouldn't be required to scout at all or worry about the need to shell a potentially empty area before your advance to safeguard your units.
