Regiments has some building aspects in that there are fortifications you can set up during operations.

Honestly realism depends on the person. I'd say go for what time period you like. WW2 combat? Go Steel Division. Cold War mechanized combat? Regiments. Modern urban combat? Syrian Warfare.

I will say that I think Regiments offers the best singleplayer.

Regiments is more fun and entertaining than realistic. The fortifications you put up, if any, are not what I would call base building, but you can custom-build your regiment to suit your operational needs.

The price point for Regiments is more than fair, it's nearly stealing money from the dev. You could afford this game and another one. The downside to Regiments is that the amount content is somewhat limited, but what you do get is great and the game is certainly replayable.

The Graviteam series is the most realistic in the genre IMO. Poor UI makes the learning curve harder but when you crack it, it's fantastic.
Regiments is a jewel carefully crafted around a solid gameplay loop. It has most of what you want, even a limited building aspects as long as you play on defense with the fortifications you can buy (and static units you can place, a-la-tower defense). On the other hand though along with other games in the genre buildings are not really a feature. If you absolutely want some buildings, Eugen's relatively underrated but solid Act of Aggression would be your go-to IMHO.

SD, WG, Warno, Syrian Warfare really are mostly in the same league as Regiments as far as realism goes. Graviteam's series is much more grognard, closer in spirit to Combat Mission than it is from other aforementioned games. On the other hand, if you want other alternatives that are not mentioned above, Massive entertainment games, which share solid foundations with Regiments, are available for sale on GOG

Ground Control is very close to what you'd expect from a Futuristic version of Regiments

World in Conflict is another variation on a common theme

Both are strong products on their own terms and GoG has a 30 days refund policy, so you ain't taking too many risks.

I think Red Dragon probably has the best campaign experience of any of these, it has a few mods available that significantly improve it. Army General in SD2 never really got itself into a good place.

Best pure gameplay and graphics is Warno, but there's no singleplayer content beyond Skirmish. It took a while after SD2 got its launch divisions done for campaigns to release.

Regiments is solid but less tactically interesting / varied than the Eugen titles. The campaign / force progression are solid. It's more like the linear Close Combat campaigns (ie Cross of Iron) in that you progress in stages rather than free movement on a campaign map.

Syrian Warfare I didn't particularly like. Gameplay didn't hook me and the narrative is hammy.

The dynamic campaigns in Airland Battle & Red Dragon, despite their overall variety, did not provide to me the level of entertainment I had very early on with European Escalation. If I was to recommend of Wargame series entry for single player, I would definitely go for European Escalation (which to all intents & purposes offers an experience not unlike that of Regiments in terms of narration).

There you go, if you haven't heard about Grandpa

lots of greate ideas guys! Looking at videos of the all. If company of heroes 3 was out i would of choosen that. The problem with company of heroes is their are no air units unless their is a mod.

I liked EE, but the experience is hamstrung nowadays as you have to purchase most units through stars. And unless you can somehow revive the multiplayer scene it isn't possible to unlock all the units

You don't have to in Single Player - IIRC, you actually get new stars in SP. Decks are not defined by the player, they are defined by the scenario, so it ain't too much trouble from a single-player perspective.

In terms of SP, Syrian Warfare campaign has nice story and characters, in a rather unusual way for hardcore rts

For me as for new player wargame is too overwhelming,Steel Division is slighty easier to start and easy mode is just too ez even if you have no idea what you are doing and medium is just too hard for me at least. Regiments got short but very helpful tutorial and all game feels easier to handle, the easiest difficult is hard for me but I can beat it,just need to think, you cant just send a troops and hope will be all good, You need to check visibility of your units, make sure you have ammo etc, You need to use scouts properly and damn I like it.Only downside you cant save any time due game is saving progress every stage...

Bit late input, but if you want something realistic
https://store.steampowered.com/app/1369370/Combat_Mission_Shock_Force_2/
and all in this series. Not the same as MoW, but realistic.

Alternatively maybe The Troop, turn based tactics in WW2.
