So what you want to do is mine out a big whole and run your drills as deep as possible, then either build processing right next to them or belt the dirt to the surface for processing
I.E will I get better stuff at the bottom of t1 than I will at the top?
Yes. If you mine at the top of tier 1 (on the surface) you will not get cloutium or corestore at all, literally none. If you place your drills on the bottom of tier 1, as low as they can go on the starting plot for example, then you will start getting cloutium. Corestone can be obtained at Tier 2 and lower.
You get more of the rarer stuff (and bigger chunks which means more resources) the deeper you go
