one issue that comes up from time to time is when you place the belt and pipes the game dosnt register it correctly. you might want to go through and remove each belt and pipe and sooner or later you will find the one that is stopping the flow. also the fix usually is removing the pipe and belt and than replacing them and sometimes you need to use a completely new pipe and belt.

I know you said you have good pressure but try placing a pressure tank at the head of your belt line and drop a power shard in it just to be sure. if it still dont move try makeing a new save and see if the problem happens in the new save.

One last thing to try...be sure you don't have a cork in there somewhere. I have corked an end, then decided to extend a line of pipes (forgetting and not being able to see the cork) and wondered why am I not getting any movement?

Corks...they're a blessing and potentially a curse. ;)

One way to check for Corks or other blockages in the existing Pipe. Remove a Pipe at various points, starting as close to the Intake Pipe. If NO water drips out the (now) open end, the blockage is before that point. Either water pressure has dropped too much and a Pressure Tank is needed somewhere or there's a Cork, an open Pressure Tank, or a Pressure Tank that's run out of Shards or Shard Bar somewhere before that point...
