Resources have a range of weight, depending on a few factors; quality of dirt (depth mined at), quality of "cleaning" (maximum pressure and filtered water) etc..
The smallest weight a nugget can be is 0.3, I'm not sure of the maximum off the top of my head.
To unlock the Candle Blueprint, you requires a Sword with 12 weight. If you guarantee you are only ever getting the smallest nuggets, you'll need 40.
However, you can purchase the Scales item from the Tools & Equipment store in Bridgepour for 146c and you can weigh your bars / ores and re-smelt them into bars as you see fit.
