A necklace of 1000w cut into 10 pieces of 100 is still 1000w of a necklace.
Cutting up gems or bars really isn't efficient.
The only time I ever really cut resources was when I was working on the blueprints and every bit of Cloutium is precious. Otherwise, yeah, resource numbers aren't otherwise of much importance by themselves.
Do note, that if you're talking about using Cloutium in the Forge at Icehelm, you get back the unused portion of the Cloutium. So if you're making a T2 Miner (1000 Iron, 300 Cloutium) and you place more than the necessary amount in the Smelting Pot at the Forge, anything in excess of the 1k Iron and 300 Cloutium will be output to the lower left of the Forge, with ZERO loss. Place 301 weight Cloutium in the Pot, and you'll get a 1 weight Cloutium Bar back, etc. The same is true for Iron.
Functions the same as the saw, but for gems.
