Fishing Pot How do you used?

I placed it in the water like you place the floor and stuff. I see you need a house area but i cant see the other thing.

Place the pot down in water. you may -optionally- use the construction hammer to lock it in place. After a random amount of time, a fish will appear in the pot. if it's locked down, it's easier to see and you can pick the fish up directly. if it's not locked down, then you can pick the pot up and the fish will fall out of it.
