what is HML?
I 100%ed the game so I'm ready to mod it but everything on the workshop says I need HML?
1. what is it.
2. why do all the workshop items require a third party tool?

Nope...

HML is used by modders to allow their mods to be loaded into the game. It's similar to an API, but not exactly that. It's not made by any devs, its made by the community.

HML is a resource plugin created by one of the Dev's, ItchyBeard to be exact. I haven't looked at WHAT it is, but it's probably a bunch of API's that are common/frequently used by ItchyBeards other MOD's and others found it useful for themselves...

Nope...
