If you see that the Steam / GFN overlays are reporting good FPS, but the experience you are getting is choppy, the issue is most likely related to the quality of the network connection between your device and the GFN server you are playing on. A lot of factors could influence that. Here are some things you could try:
1) Check to see if you are also getting poor quality in other games over GFN. If so, it's clearly not a Hydroneer related issue.
2) In the Geforce Now app settings, click on "Test Network" and see what results you are getting. You might want to set your server location to "Auto" in order to get it to connect to the best available server, both in terms of bandwidth and stability of the connection. Look at the "Session report" after ending a gaming session on GFN and see what areas are highlighted as problematic (your device, uplink, lag, loss, or the cloud rig).
More of that - test the quality of your internet connection, in general. Sites like Speedtest by Ookla and packetlosstest.com can help determine if there are underlying issues with your internet connection. The issue could very well be inside your home (a defective router, deteriorated ethernet cables, plugs or ports, poor WiFi signal), or it might be your ISP. If you're using WiFi, try switching to a cable connection, if your device has that type of connectivity.
3) Play with the streaming quality settings. Competitive should get you the full 120 FPS you are paying for with an ultimate account, but might be too taxing for your device. Set your streaming quality to "Custom", and try decreasing the max bit rate a bit (in accordance to the results of the "Test Network").
4) Are you using a VPN? That can heavily restrict your bandwidth, increase latency or packet loss, and lead to the selection of a sub-optimal server. Disable VPN services if you are using any, either system-wide or in your browser.
5) (PC) Update your network drivers (usually found on the site of your motherboard manufacturer), or, in general, make sure your device is up to date software-wise.
6) Reset your router/ update the firmware of your router. Make sure to backup your connection info/ settings if you, for some reason, have to factory reset the thing.
7) Check out Nvidia's GeForce Now support website for FAQs on network issues, and if you can't find solutions following their troubleshooting steps, try posting your issue on their forums.
