Is there a cap to how many Cloutium drills you can have?
I've got 8 of them, but 2 aren't working. They have water, Tier 2 dirt underneath, are turned on and aren't broken. I'm wondering if there's a limit to how many you can have...

Nope, as far as I know you can have as many as you want. I've seen some pretty big builds. Might double check they have enough dirt and that they are getting enough pressure. That's the only things I can think of that would not make them work.

I second what @brnphoenix75 said. I've had Mine Sites with over 400 x T2 Miners/Drills with no issue what-so-ever. I'd remove the Miners and see if water is dripping out of the Pipe ends that would feed them. If not, then check the whole line (remove and replace each Pipe) to see if there's a Cork forgotten somewhere in the line. VERIFY that the water pressure is good at each problem location (there's a Pressure Hook that can be installed on Straight and T-Pipes that'll give you a reading).

Please note that water pressure drops across each Pipe Segment. That's what the Pressure Tank is for. It restores water pressure to the level it's at when it leaves the Intake Pipe. Each Pressure Tank requires either a Shard Fragment or a Shard Bar to power it. Without a Shard or Shard Bar in the Pressure Tank AND the hatch closed, it acts like a Cork...

Thanks for the comments everyone! I checked again, and it turns out there wasn't enough dirt under the back rotors/grinding wheels, which is strange, since the dirt was level all throughout the mine and only these two drills didn't work...

Despite leveling with a Rake, there can be minor variants in the EXACT height of the Dirt. Additionally, it's not the height under the Grinding Wheels, but rather the height under the EXACT CENTER of the Miner/Drill that determines if the Miner will work. This is especially true with T2 Miners, as I've found them to be more touchy than T1... Never had an issue with T3 Miners, which is what I use almost exclusively, now, in my primary Save.

Yep, direct center below every drill, even t2. If you can't find it easily, go buy a window and slap it on the floor. It visually shows you the direct center then you slap dirt in it, grab your window off the ground and put your drill down.

all my T2 and T3 work without dirt
try to remove all dirt for one and put a drill

Make sure you dont go overboard, one mistake and it can become a lag hell.
