Cut Vege stacker... Water?

Okay, Riddle me this. Why does the Cut Veggie Stacker need water? What would the water do? Cut Veggies stack on their own accord. I've had Cut Veggie stackers in place without water for almost my entire playthrough, and didn't even notice until now. I plugged one up to a water system, and didn't notice any difference.

Any Ideas?

As far as I'm aware the veggie stacker (in it's current form at least) doesn't perform any function that a small hole can't also perform. It looks far tidier than a hole, but it does that regardless of whether or not it's got power.
