how can i completely disable creative in a save?

even after i disabled the "creative mode" from menu i get the special wand in shop and the "flying enabled" and other things at top of the screen

Are you toggling it off then loading up the game? It will only change the state when loading the save.
Also a side note: any items you've got from creative mode will stay in the game even if its a standard save, to remove them you have to take them to the scrap yard or use a logic destroyer.

yes i did and then i loaded the save up and i could toggle fly, just the place everything did not work

If you used the Hydrotility++ mods, unsubscribe from them, and reload the game.
