Also, I guess for completeness for others searching for this where that's not the issue, make sure you're using a blacksmith hammer and not a construction hammer.
Unlock your anvil with the construction hammer, pick it up and set it down again. That should fix it.
The way I do it is to place the Gold Bar and the Gem in a Pan and place the Pan on the Furnace. Give it about a minute or so and the Gold Bar should start glowing a nice cherry red color. Pick up the Pan, center the dot (not the pointer dot, the dropping dot) on the Anvil and drop the Pan onto the Anvil. Make sure nothing obstructs it or doesn't allow the Pan to sit FLAT on the Anvil. Grab the Blacksmith Hammer and hit the Anvil. It should result in a Ring that's "connected" to the Pan. It could be picked up, but keeping it "connected" to the Pan makes it easier to keep track of...
