Probably because of the simplistic approach ole Mad wanted. Reminds me of the Atari 2600 game "Adventure" which had the same mechanic of only being able to carry around one thing at a time. I'd say it's because of the only "one thing at a time" approach that makes it unique and different from other games which has complicated inventories and such.
But that's my guess.
At first, I thought it was strange, but I liked the simplicity of the game.
This is pretty much it - Hydroneer is my take at stepping away from traditional inventory systems and to take a unique approach to handling items in a game. The change can be a shock at first but I think you'll find players with a lot of hours will tell you they prefer it this way. That being said, this game isn't for everyone's tastes!
It's amazing how much crap you can fit in a pan if you're careful enough!
