It's hella annoying but hey, free xp and stuff I guess
Yeah, it's ridiculous, it's kind of a series staple, but it feels even worse in Y5. I wrote about Yakuza 3:
"And I really do have to ask, what kind of braindead two-bit thug sees a monstrously ripped dude, surrounded by a flaming aura and says "that's the guy I wanna jump"?"
It appears the answer in Y5:
"All of them and their cousins too."
There is also item for Kiryu very early in the game which will dramatically reduce enemy encounters, you can receive it by completing a certain substory (can't remember which one tho) in Part 1.
