Haruka chapter question

I want to do all achievements and completion list for 100%,but dont really thrilled to play as haruka. So, is raising her to level 20 and complete all missions in agency really necessary? Or i can just complete her main story and do everything in sotenbori as Akiyama?

I'm pretty sure there are certain substories that only Haruka can complete. Same for every character in the game.

100% completion is tied to haruka's side story and substories, so you'll have to do the agency ♥♥♥♥

You made a mistake. You wasted XP, because she can reach 25 level after visiting Komaki in Tokyo.

About the XP, you can grind soul orbs by playing Minamida's IF-8.

Even if you reached lvl 25, you still don't have enough souls to unlock the rest of the abilities without grinding IF-8.

yeah but the point is that it's much easier to grind those last 5 levels if you still have stuff to actually do. I'm not sure if you even need to hit level 25 for all achievements. Akiyama is absolutely the worst in the game since he has no job and can pretty much only level up through street fights or collesium. for that, just make sure you unlock Yakuza Training Gear from Kamiyama's asap and get Akiyama 20k to buy it.
