They wear like your typical gang members, like those full winter mask guy, gray track suit, martial artist or tall suited man, although you really can't tell the difference if you encounter one.
Just ignore the the ones with flashy suit Yakuza, Biker gang (white/green) and Hosts (skinny/wears a jacket).
Yeah that's what I've been doing now, Ignoring obvious Yakuza (pins on suit) pretty boys and bikers. Just have to get lucky. A rather annoying mechanic if you ask me. RNG is rarely fun.
