Anyway to Spawn Victory Road fighters faster?

Any way to make this process faster. Random battles are excessive as they are. Am I making things slower by evading everything but the GI guys, which aren't spawning for me. They should Since I only beat the first exclamation mark fight.

They sometime spawn at the intersections but they're completely random.

They wear like your typical gang members, like those full winter mask guy, gray track suit, martial artist or tall suited man, although you really can't tell the difference if you encounter one.

Just ignore the the ones with flashy suit Yakuza, Biker gang (white/green) and Hosts (skinny/wears a jacket).

Yeah that's what I've been doing now, Ignoring obvious Yakuza (pins on suit) pretty boys and bikers. Just have to get lucky. A rather annoying mechanic if you ask me. RNG is rarely fun.
