There's a lot of that in this game. Great moments, great gameplay, great singular stories but a messy whole. Aizawa was such a great boss fight but sadly the reason to fight him wasn't. When a villain is properly build up in the story it makes that epic fight just that much greater.
That is also a very good point.
Kiryu hasn't been out of the loop for that long and keeps getting dragged in. Kurosawa is old and it's implied that it took effort to become the chairman. Did he Rise the ranks in couple years from a much lower position? Because otherwise Both Kiryu and Akiyama should know him. Akiyama especially since he has a business in Sotenbori that kind of competes with the Yakuza there. It would be strange that he never found out who the chairman of Omi is.
Saejima is really the only one who has a good excuse since he was in prison for most of the timeline of the series and got thrown back in almost immediately.
Kiryu's not the kind of guy to keep track of what the Tojo clan does starting with the 3rd game. Why would he keep track of who's in charge of a Kansai based organization whose leadership was in tatters when he last dealt with them? Even on the off chance if Kiryu did, he'd have no reason to know what the guy even looked like since Kurosawa was used to not being a public figure.
Akiyama.... well... we are talking about the same guy who cleary knew about Kiryu, yet couldn't recognize the walking one-man army when it matter and got his ass kicked for it.
I really just wish the rooftop fight ended with Saejima launching Kiryu over the gap with pure strength to confront them. Woulda been so sick. Instead we just got this ending that was literally all over the place just jumping around the city every 10 minutes.
