Black Diamonds can't recharge

I have been unable to recharge black diamonds today and I wanted to in order to help out with the current LoL phase. I have not recharged since the 10th, so I do not know how long its been like this. But other people playing on Steam can recharge, but for some reason I cannot. My other account on Facebook has no issue. When I hit the recharge button, it has a spinning icon then goes away and nothing happens, I spammed it seeing if that changes anything and now I get a "recharge request failed. Error code:104" message. I have put in a ticket but no use so far, and there is like 14 hours left in this phase. I have seen others having this same issue but none recently, does anyone know of a possible fix? I have tried uninstalling and reinstalling, as well as restarting my computer.

Try recharging with a larger amount, like $100.

I tried all of them, none are working. Usually when I hit the amount to recharge, the spinning icon comes up then a Steam window to authorize the payment (or to add more money to the wallet). But that window never pops up, I am wondering if it's the communication between the game and Steam. But I have tried so many times restarting the game, my computer, ending the Steam processes and trying again, none of it is working, and the devs are taking a while on their responses. I have run out of ideas on what to do.
