Colonist not Switching Tools

I have a high level miner who also has a fairly high level in forester. Because she often pulls double duty, I gave her a Large Tool Rack so she could swap between pickaxe and axe. Unfortunately she only seems to use the axe even when mining stone/iron.

This is making the large tool rack effectively worthless and borderline harmful to progression.

Am I doing something wrong here? Is this a known issue?

This seems like it might be a bug. Does it only happen when they start working automatically, or also when you send them to do something manually?
