Activation rune of Hagan

When using activation rune of Hagan together with slormandrite rune of the shaman there are incosistencies with tooltip values and actual activation requirements. At max level of rune tooltip states 2 ancestral strikes are required to activate the effect however in reality it requires 5. When using ehancement rune of astorias (reduced constraint) we can reduce TOOLTIP requirement to 1, actual value still seems to be 5 thou. In addition if said runes is too high lvl or affinity is too high (too strong effect in general) there seems to be some rounding errror and tooltip value is set to 6, actual requirement is still 5.

isn't the activation rune's requirement being modified by the constraint of the effect rune? even though Hagan's rune says 2, the actual value is 5 when combined with the effect rune.
