Potential / Reinforce Level scaling

Does anyone know what exactly affects the potential of an item? I did a quick search and saw someone saying that Experience Gain doesn't affect it. What about Slorm Find? Is it purely a kill based number, akin to Primordial Reapers?

Nothing, it has it's own "XP gain" system or at least I don't see my equipment getting more exp if I use EXP gain on my equipment.. But it doesn't take that much for each piece to reach 100% anyways. I personally, don't like that feature in the game, but oh well, that's what we've got.
