If you want the highest possible values, then just go to Friderich the Blacksmith and check in the reforge tab what you can get and then try to get that stat as a pure stat with !!!.

Magic and rare stats have the same values, that are lower than base stats but higher than epic stats.
Epic stats have the lowest values.
As base stats, you have a limited choice of possible stats. Mosty the most basic stats.
Magic and rare have a wider choice. With some stats that are limited to one or two types of item (life leech can only be on gloves as magic/rare, mana leech can only be on bracers as magic/rare, etc).
Epic stats have no limitation: every possible stats can appear as epic stat on any item. Some stats can only appear as epic stats.
Also, there is 1-2 base stats slot on each item, 2 magic/rare slots (1 of each) and 3 epic slots.
And you can't have the exact same stat twice (but you can have it as a flat value and as a percent value) on the same item.
Which mean how you build your item matters.
There is a consequence in picking a stat over another as getting the second latter won't bring the same value.
One exclamation is that the item is from 0% to 50% of the possible max value, two (!!) is from 51 to 90 and three (!!!) is from 90 to 100.
Pure stats can have only up to 10% more stats that a normal roll, but if you invest in the slorm temple shop you can get up to 100% more stats, the exclamantions work with your current maximum, so to fully use the system you must first max out the slorm temple 200 points of max pur stat value.
Is more an endgame thing, to build your first characters is better to just focus on finding the right legendaries and epics and craft into them, you will save lots of resources.
As far as I know you cannot reroll values for pure. You can but, you would lose "purity". Already lost a good item by doing this :D

Actually I'm in the end game. I've completed lot of times Forge lvl 10. I bought everything what was in slorm temple shop. So, currently I'm trying to find good items with highest purity with any rarity and craft best items using that.
