There is also a Legendary item (a bracer I believe) allowing to have an Ancestral Skill with a similar effect (but it's only one per use and has a higher CD) with an extra stun.
Heavy Explosive Projectile allows to drop 5 Daggers at once, but it's only up to 15% chances of happening, can't happen on recast, and it can't be used that often.
Rain of Arrow has a modifier to drop a Dagger on the first volley when you're Tormented (so even less frequent). It's quite reliable and maybe the best way to get Daggers at first, while your stats are still low (but when Daggers are not that effective). But playing in order to be Tormented as much as possible is not that enjoyable.
Finally, the Mist-Walker specialization of the Huntress (best for Daggers imo) also gives two ways (each with its own passive) to get Daggers:
- reaching Tormented or Delighted state to spawn a Dagger (cycle to become Delighted as many time as possible is a bit better than the one to become Tormented imo)
- evading to spawn a Dagger (requires to invest in Evasion but then you get Daggers without doing anything particular)
So it's all purely based on skill modifiers / items / and nothing to do with spawning them passively / randomly.
